Yes, Governor Beebe has accounted for this cost in the budget he recently proposed. The Governor's grocery-tax cut will cost $121 million in the first year and $131 million in the second year to begin the phase-out of the food tax. This will allow immediate reduction in the state sales tax on food by half, from six percent to three percent.
