Governor Beebe Announces Intent to Grant Pardons

LITTLE ROCK - Governor Mike Beebe today announced his intent to grant seven pardons. An additional 27 clemency requests were denied and 27 had no action taken upon them. These include requests from both inmates and non-inmates.

The seven applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

Joshua B. Baker (Cord): Delivery of Marijuana
This notice is issued based on the date of conviction (1997 - Jackson County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Roger Clark, Sr. (Russellville): Delivery of Marijuana, Possession of Controlled Substance with Intent to Deliver
This notice is issued based on the dates of conviction (1976, 1985 - Pope County), the fact that all terms of the applicant’s sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Juanita Herrin Godfrey (Waldron): Domestic Battery
This notice is issued based on the date of conviction (1997 - Waldron District), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Nancy Kester (Hartford): Domestic Battery
This notice is issued based on the date of conviction (2009 - Sebastian/ Greenwood District), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney objects to the application.

Geoffrey Leuken (Little Rock): Possession of Controlled Substance, Breaking or Entering, Manufacture of Methamphetamine, Delivery and Possession of Drug Paraphernalia, Maintaining Drug Premises
This notice is issued based on the dates of conviction (1987 - North Little Rock District, 1988, 2004 - Pulaski County), the fact that all terms of the applicant’s sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
