Governor Beebe Announces Intent to Grant Commutation, Pardons

LITTLE ROCK - Governor Mike Beebe today announced his intent to grant one commutation and seven pardons. An additional 30 clemency requests were denied and 12 had no action taken upon them. These include requests from both inmates and non-inmates.

Governor Beebe intends to grant a commutation of sentence to the following person to a term of 76 years, 5 months, and 28 days in the Department of Correction:

Gary Owens (Grady): Manufacture Methamphetamine, Possession of Methamphetamine with Intent to Deliver, Possession of Drug Paraphernalia
This notice is issued based on the length of time served by the applicant and the facts surrounding the incident. There are no law-enforcement objections to the application.

The seven applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the commutation and pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

Leah D. Evans (Bismarck): Breaking or Entering, Theft of Property
This notice is issued based on the date of conviction (1995 - Union County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Union County has objections to the application.

Keith Flynn (Barling): Harassment
This notice is issued based on the date of conviction (2006 - Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Cleotus Hughes (Nashville): Possession of Marijuana with Intent to Deliver, Delivery of Marijuana
This notice is issued based on the date of conviction (2000 - Howard County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Victoria Jefferson (Little Rock): Shoplifting, Theft
This notice is issued based on the dates of conviction (1994 - Fort Smith District, 1995 - Hope District, 1998 - Columbia County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Hempstead County has objections to the application.

Darrell Kading (Russell): Criminal Use of Prohibited Weapon
This notice is issued based on the date of conviction (1994 - White County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
