Governor Beebe Announces Intent to Grant Commutation, Pardons

LITTLE ROCK - Governor Mike Beebe today announced his intent to grant one commutation and eight pardons. An additional 16 clemency requests were denied and 23 had no action taken upon them. These include requests from both inmates and non-inmates.

Governor Beebe issued a notice of intent to grant a commutation of sentence to the following person to a term of 103 years and 7 months days in the Department of Correction:

Linda Satterwhite (Corona, California): Delivery of Cocaine
This notice is issued based on the length of time served by the applicant and the facts surrounding the incident. The Circuit Judge has objections to the application.

The eight applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the commutation and pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

Tim Bumpous (Bradford): Theft of Property
This notice is issued based on the date of conviction (1995 - Independence County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Elliot Warren (Bono): Delivery of Marijuana
This notice is issued based on the date of conviction (1989 - Craighead County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Jerry L. Lee (Jacksonville): Domestic Battery
This notice is issued based on the date of conviction (1999 - Pulaski County District), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Gary L. Lipe (Alma): Possession of Marijuana, Instruments of Crime, and Drug Paraphernalia
This notice is issued based on the dates of conviction (1998 - Fort Smith District, 1999 - Sebastian County), the fact that all terms of the applicant’s sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
