Governor Beebe Announces Intent to Grant Pardons

LITTLE ROCK - Governor Mike Beebe today announced his intent to grant seven pardons. An additional 9 clemency requests were denied and 13 had no action taken upon them. These include requests from both inmates and non-inmates.

The seven applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

Venton L. Leakey (Dyer): Burglary and Grand Larceny
This notice is issued based on the date of conviction (1975 - Crawford County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Steven W. McDonald (Fort Smith): Possession of Marijuana with Intent to Deliver, Possession of Drug Paraphernalia
This notice is issued based on the date of conviction (1992 - Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Michelle O’Barr (Springdale): Burglary, Theft of Property
This notice is issued based on the date of conviction (1996 - Madison County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Romillious D. Scroggins (Wake Village, Texas): Breaking or Entering, Possession and Delivery of Marijuana
This notice is issued based on the dates of conviction (1998 - Howard County), the fact that all terms of the applicant’s sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Rodney W. Silvers (Richwood, Texas): Possession of Methamphetamine, Marijuana and Drug Paraphernalia
