Governor Mike Beebe is pleased to present Arkansas's Five-Year Delta Development Plan, which serves as the state-level companion to the Delta Regional Authority's (DRA) Regional Development Plan. It should be thought of as a guide for local communities, economic developers, elected officials, and planning and development districts throughout the Arkansas Delta seeking to improve this region through grants and other programs offered by DRA, the State of Arkansas, and other federal funding agencies. | |
Arkansas's Five-Year Delta Development Plan sets grant-funding criteria that allows for maximum flexibility while providing leverage for other funding dollars. Although the deadline for pre-applications for 2009 funding has passed, it is vital that the plan be used in future funding cycles, as proposals that correspond to the goals and priorities listed in the plan will receive the highest funding consideration. Projects will be prioritized based on their ability to help create or retain jobs, their regional economic impact, collaborative funding, and, in extreme cases, the critical needs of the area.
Creating more income growth in the Arkansas Delta has to start with partnerships at the regional level. This plan was developed through group planning, and represents input from planning and economic-development districts, congressional delegates, state economic developers, higher education, and the Governor's Office.
