Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant nine pardons. An additional 42 clemency requests were denied and four had no action taken upon them. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Randy Brown (North Little Rock): Negligent Homicide (D Felony).

This notice is issued based on the date of conviction (1990—Pulaski County), the fact that all terms of the applicant's sentence have been completed and there have been no further felony criminal-law violations. The 6th Judicial District Prosecuting Attorney has raised objections to the application.

Brandon A. Claybaugh (Mansfield): Possession of Marijuana (A Misdemeanor) and Possession of Drug Paraphernalia (C Felony).

This notice is issued based on the dates of conviction (1999—Sebastian County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Billy J. Eiler (Springdale): Possession of a Controlled Substance, Methamphetamine (C Felony), Possession of a Controlled Substance, two counts (A Misdemeanor) and Possession of a Controlled Substance, Methamphetamine (Probation Revocation) (C Felony).

This notice is issued based on the date of conviction (1996, 1997, 1999 and 2001—Benton County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Elizabeth P. Grimmett (Hot Springs): Possession of a Controlled Substance, Methamphetamine (C Felony) and Possession of Drug Paraphernalia with Intent to Manufacture Methamphetamine (B Felony).

This notice is issued based on the date of conviction (2006—Garland County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Donald C. Head (Huntsville): Possession of a Controlled Substance, Methamphetamine (C Felony).

This notice is issued based on the date of conviction (2003—Madison County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Damona J. Hodge (Garfield): Theft of Property (C Felony).

This notice is issued based on the date of conviction (2000—Washington County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Scott L. Lewis (Murfreesboro): Theft of Property, two counts (C Felony) and Theft of Property (Probation Revocation) (C Felony).

This notice is issued based on the date of conviction (1993 and 1996—Clark County, 1996—Pike County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Stephen E. Liebhaber (Pocahontas): Possession of a Controlled Substance, Methamphetamine (C Felony).

This notice is issued based on the dates of conviction (2000—Randolph County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application. 

Jerry D. Wever (Garfield): Battery 3rd Degree (A Misdemeanor).

This notice is issued based on the date of conviction (1993—Benton County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
