Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant twelve pardons and no commutations. An additional 37 clemency requests were denied and eight had no action taken upon them. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Howard D. Bailey, Jr. (Kensett): Breaking or Entering (D Felony), Theft of Property, two counts (A Misdemeanor), Possession of Firearm by Certain Persons (D Felony), Burglary, three counts (B Felony), Theft of Property, two counts (C Felony), Breaking and Entering (Probation Revocation) (D Felony), Theft of Property (Probation Revocation) (A Misdemeanor) and Battery Second Degree (D Felony).

This notice is issued based on the dates of conviction (1990, 1991 and 1992 – White County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Clarence Copeland (Gurdon): Grand Larceny (Felony).

This notice is issued based on the date of conviction (1962 – Clark County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony violations. There are no law enforcement objections to the application.

Wallace Croom (Alexander): Delivery of Controlled Substance, two counts (Y Felony).

This notice is issued based on the date of conviction (1997 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Rodney L. Golden (Blytheville): Possession of a Controlled Substance (C Felony).

This notice is issued based on the date of conviction (1991 – Mississippi County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

William J. House (Hot Springs): Shoplifting First Offense (A Misdemeanor).

This notice is issued based on the date of conviction (2000 – Garland County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Marty D. Michael (Benton): Battery Second Degree (D Felony).

This notice is issued based on the date of conviction (2006 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has raised objections to the application.

Tony Orrell (Jacksonville): Theft of Property (C Felony) and Breaking or Entering (D Felony). 

This notice is issued based on the dates of conviction (2000 and 2002 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Bryan A. Rupar (Alexander): Theft of Property (B Felony).

This notice is issued based on the date of conviction (2006 – Drew County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Cody P. Sizemore (Hindsville): Non-Support (C Felony).

This notice is issued based on the date of conviction (2008 – Madison County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Alton W. Spann (Little Rock): Possession of Controlled Substance with Intent, Marijuana (C Felony).

This notice is issued based on the date of conviction (2004 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

Shronica M. Thomas (Little Rock): Robbery (B Felony).

This notice is issued based on the date of conviction (2003 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Christopher J. Wisinger (Camden): Breaking or Entering (D Felony).

This notice is issued based on the date of conviction (2006 – Ouachita County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has raised objections to the application.
