Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 18 pardons. An additional 43 clemency requests were denied and 17 had no action taken upon it. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Everett Coonfield, II (Fayetteville): Forgery 2nd Degree (C Felony) and Theft of Property (C Felony) (CR 96-1676).

This notice is issued based on the date of convictions (1997 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Joyce S. Parker (Augusta): Theft of Property-Shoplifting (A Misdemeanor) (C 990459).

This notice is issued based on the date of conviction (1999 – White County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony convictions. There are no law enforcement objections to the application.

William Presnull (Houston): Commercial Burglary, 3 counts (C Felony) and Theft of Property (C Felony) (CR 98-31).

This notice is issued based on the date of convictions (1999 – Perry County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

David Brown (Huttig): DWI 4th (Unclassified Felony) (CR 91-275).

This notice is issued based on the date of conviction (1992 – Union County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Kandy Choate (Harrison): Possession of a Controlled Substance, Marijuana (A Misdemeanor) and Driving Under the Influence of a Controlled Substance (Unclassified Misdemeanor), and Possession of a Controlled Substance (Methamphetamine) (Class C Felony) (CR 96-119); Possession of a Controlled Substance, Methamphetamine (C Felony) and Possession of Drug Paraphernalia (C Felony).

This notice is issued based on the dates of convictions (1997 and 1998 – Marion County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Malvern McFee (Little Rock): Possession of a Controlled Substance (C Felony) (CR 91-187).

This notice is issued based on the date of conviction (1991 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Trenity Roberts (Bald Knob): Delivery of a Schedule II Controlled Substance (Y Felony) (CR-2003-486).

This notice is issued based on the date of conviction (2004 – White County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Gemee Shoffey (Madeira Beach, FL): Possession of Drug Paraphernalia (C Felony), Conspiracy to Manufacture Methamphetamine (reduced) (A Felony), and Conspiracy to Possess Methamphetamine with Intent to Deliver (reduced) (A Felony) (CR 2002-751-C).
