Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 16 pardons,  and three commutations. An additional 26 clemency requests were denied. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Leslie Adkins (Little Rock): Theft of Property (C Felony) (CR-96-391-1) and Theft of Property (C Felony) (CR-96-550-1), Theft of Property (B Felony) (CR-98-4418), Theft of Property (C Felony) (CR-99-1009), Theft of Property (C Felony) (CR 99-925),Hot Check/Personal Service (C Felony) (CR- 2000-3974), Hot Check/Personal Services, 1 count (C Felony) and Hot Check/Personal Services, 7 counts (Unclassified Misdemeanor) (CR-2002-1017).

This notice is issued based on the dates of conviction (1997 – Jefferson County, 1999 – Pulaski County, 1999 – Pulaski County, 1999 – Pulaski County, 2001 – Pulaski County, and 2002 – Pulaski County,), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Jefferson County Sheriff has raised objections to the application.

Brian Anderson (Paragould): Breaking or Entering (D Felony), Theft (A Misdemeanor), Criminal Mischief 2nd Degree (B Misdemeanor) (CR 97-181), Breaking or Entering (D Felony), Forgery (C Felony) (CR 98-37), Residential Burglary (B Felony), Theft of Property (C Felony) (CR 98-48), Theft of Property (A Misdemeanor), Breaking or Entering (D Felony), No Minimum Insurance Coverage for Vehicle (Violation), and Curfew Violation (Violation (CR 98-60).

This notice is issued based on the date of conviction (1998 – Greene County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Byron Bowie (Gurdon): Breaking or Entering (D Felony) (CR 2002-0085) and Criminal Impersonation (A Misdemeanor) (CR-04-908).

This notice is issued based on the date of conviction (2002 – Clark County and 2004 – Nevada County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Shalanda Crite (Arkadelphia): Fraudulent Use of a Credit Card (C Felony) (CR 99-74).

This notice is issued based on the date of conviction (1999 – Clark County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

Tanya Dobbs (Prairie Grove): Theft of Property (B Felony) (CR 99-1653).

This notice is issued based on the date of convictions (2000 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

David V. Hobson (Flagstaff, AZ): Possession of a Controlled Substance, Reduced (C Felony) and Possession of Drug Paraphernalia (C Felony) (CR-1993-808), Theft of Property (C Felony) (CR-1998-1624), and Theft Of Property (Probation Revocation) (C Felony) (CR-1998-1624).

This notice is issued based on the date of conviction (1993 – Washington County, 1999 – Washington County, and 2000 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

William Jefferson, Jr. (Marion): Possession of a Controlled Substance (C Felony) (CR 2005-139).

This notice is issued based on the date of conviction (2005 – Crittenden County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

Daphane Ingram Keys (West Memphis): Theft Of Property (C Felony) (CR 2001-283).

Harold M. Mings (Fort Smith): Theft of Property (B Felony) (CR-2001-947), Possession of Marijuana (A Misdemeanor) and Possession of Methamphetamine (C Felony) (CR-2002-832).

Jacob Sharp (Conway): Shoplifting (A Misdemeanor) (Case No. 03-0003789) and Delivery of Marijuana (C Felony) (CR-2006-557).

Walter L. Washington, Jr (Little Rock): Furnishing Prohibited Articles (C Felony) (CR 2008 000947).

Governor Hutchinson intends to grant a commutation of sentence to the following people:

Byron Hooper (ADC #094642): Man.Delv.Poss Cont Subs (Habitual Offender) (Y Felony) (1989-354) 

The governor has given notice of his intent to commute the sentence of Byron Hooper, who was convicted in Union County in 1990 for the above offenses, from Life in the Department of Correction to making him immediately parole eligible. There are no law enforcement objections to the application. 

Nathaniel Hughes, Jr. (ADC #090277): Murder-1st Degree (Habitual Offender) (Y Felony), Aggravated Robbery (Habitual Offender) (Y Felony), and Kidnapping (Habitual Offender) (Y Felony) (1988-104).

The governor has given notice of his intent to commute the sentence of Nathaniel Hughes, Jr., who was convicted in Pulaski County in 1988 for the above offenses, from a total of Life plus 240 months to serve in the Arkansas Department of Correction to making him immediately parole eligible. The Prosecuting Attorney has raised objections to applicant's request.

Jessie L. Jackson (ADC #062201): Aggravated Robbery (Habitual Offender) (Y Felony) (1990-1149), Aggravated Robbery (Y Felony) (1990-1149) and Theft Of Property (C Felony) (1990-1149).

The governor has given notice of his intent to commute the sentence of Jessie L. Jackson, who was convicted in Pulaski County in 1990 and 1991 for the above offenses, from a total of 1200 months to serve in the Arkansas Department of Correction to making him immediately parole eligible. There are no law enforcement objections to the application.
