Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 8 pardons, one restoration of firearm rights only, and two commutations. An additional 36 clemency requests were denied and zero had no action taken upon them. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Conchett Collins (San Antonio, TX): Forgery in the Second Degree (C Felony) (CR 2003-36).

This notice is issued based on the dates of conviction (2003 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Darin Crabill (Seward, AK): Delivery of a Controlled Substance (Marijuana) (C Felony) (CR-85-267-2).

This notice is issued based on the date of conviction (1985 – Benton County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Anthony Dansberry (Florissant, MO): Conspiracy to Possess a Controlled Substance with Intent to Deliver Cocaine (CR95-203) (A Felony).

This notice is issued based on the date of conviction (1996 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Tracy Lewis Dansberry (Florissant, MO): Conspiracy to Possess a Controlled Substance with Intent to Deliver Cocaine (A Felony) (CR95-204).

This notice is issued based on the date of conviction (1996 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Lundy Hayes (Prairie Grove): Theft of Property (C Felony) (CR-08-1984-1).

This notice is issued based on the date of conviction (2009 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

William Miller (Hot Springs): Possession of Drug Paraphernalia with Intent to Manufacture Methamphetamine (B Felony) (CR2000-112-II).

This notice is issued based on the date of convictions (2001 – Garland County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Shannon Waldrop (Austin): Delv, Poss, Manu, ETC Drug (C Felony)(CR 2001-117).

This notice is issued based on the date of conviction (2001 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Stacy Lavasseur Williams (Acworth, GA): Battery-1st Degree (B Felony) (CR94-501).

This notice is issued based on the date of conviction (1995 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are law enforcement objections to the application.

Governor Hutchinson intends to grant the restoration of firearm rights only to the following person:

Michael B. Ramey (Lonoke): Theft Of Property (C Felony)(CR 96-441).

This notice is issued based on the date of convictions (1996 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Pulaski County has signed the Recommendation of the Chief Law Enforcement Officer as required by law. There are no law enforcement objections to the application.

Governor Hutchinson intends to grant a commutation of sentence to the following people:

Joseph A. Mandella (ADC #136466): Delivery of Controlled Substance (Meth), 4 counts (Y Felony), Possession of Controlled Substance w/Intent to Deliver (Meth), 1 count (Y Felony) and Possession of Drug Paraphernalia w/Intent to Manufacture Meth, 1 count (B Felony) (2005-1048) (Guilty Plea).

The governor has given notice of his intent to commute the sentence of Joseph A. Mandella, who was convicted in Benton County in 2006 for the above offenses, from a total of 300 months to serve in the Department of Correction followed by 120 months SIS to time served. 

Earl Perkins, III (ADC #115483): Theft By Receiving, 2 counts (B Felony) (2006-1668), Theft By Receiving (B Felony) (2006-1243), Theft By Receiving (C Felony) (2006-1243), and Poss. Firearm Certain Pers (D Felony) (2005-4409).

The governor has given notice of his intent to commute the sentence of Earl Perkins, III, who was convicted in Pulaski County in 2006 for the above offenses, from a total of 420 months to serve in the Arkansas Department of Correction to time served. There are no law enforcement objections to applicant's request.
