Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 11 pardons and 1 commutation. An additional 46 clemency requests were denied and 1 had no action taken upon it. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Roger Arnold (Yellville): Theft of Property by Receiving (Felony) (CR 81-38). 

This notice is issued based on the date of conviction (1981 – Boone County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sherriff has raised objections to the applicant’s request.

Lasonjia Blackmon-Pierce (Little Rock): Theft Of Property (B Felony) (CR 92-2315).

This notice is issued based on the date of conviction (1992– Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony convictions. There are no law enforcement objections to the application. 

Angela L. Johnson (Western Grove): Possession of a Controlled Substance, Methamphetamine (C Felony) and Possession of Drug Paraphernalia (C Felony) (CR 2006-10-4).

This notice is issued based on the date of convictions (2006 – Boone County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sherriff has raised objections to the applicant’s request.

Kimberly E. Jones (Little Rock): Possession of a Controlled Substance w/intent to Deliver (C Felony) and Delivery, Possession, Manufacture, Etc, Drug Paraphernalia (C Felony) (CR 97-000954).

This notice is issued based on the date of convictions (1997 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Archie McCoy (Poyen): Theft of Property (C Felony) (CR91-97).

This notice is issued based on the dates of conviction (1992 – Van Buren County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Judge has raised objections to the applicant's request.

Vernon Moore (Salem): Attempted Manufacture of Methamphetamine (A Felony) (CR 2002-17); Attempted Manufacture of Methamphetamine (Probation Revocation) (A Felony) (CR 2002-17); Attempted Manufacture of Methamphetamine (A Felony); Possession of Methamphetamine (C Felony); Possession of Drug Paraphernalia (C Felony) (CR 2003-64); and Possession of Firearm by Certain Person (D Felony) (CR 2003-81).

This notice is issued based on the dates of convictions (2003 – Izard County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Roger L. Shaddix, Jr. (Little Rock): No Vehicle Tags (Misdemeanor) (H383696A); and Failure to Appear/Contempt of Court (Misdemeanor) (Ticket no 68719) on No Vehicle Tags.

This notice is issued based on the date of convictions (2000 and 2001 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Amanda L. Smith (Center Ridge): Theft of Property (C Felony) (CR-05-223).

This notice is issued based on the dates of conviction (2006 – Conway County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has raised objections to the applicant's request.

Charles Smith (Springfield): Uniform Controlled Substances Act (Delivery) (C Felony) (CR-91-40); Possession of Methamphetamine (C Felony) and Felon in Possession of Firearm (D Felony) (CR-99-172); and Possession of Schedule IV Controlled Substance (C Felony) (CR-2001-164).

This notice is issued based on the date of convictions (1992, 2001, and 2002 – Van Buren County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Wayne Tyson (Shreveport, LA): Hot Check Violation (C Felony) (CR-2006-378).
 
This notice is issued based on the date of conviction (2006 – Miller County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has raised objections to applicant's request.

Boris Washington (North Little Rock): Domestic Abuse (A Misdemeanor) (CR-92006018); Battery 3rd Degree (A Misdemeanor) (CR-0205451).

This notice is issued based on the dates of convictions (1992 and 2002 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony convictions. There are no law enforcement objections to the application.

Governor Hutchinson intends to grant a commutation of sentence to the following person:

Jason A. VanBeber (­­­­ADC #128572): Possession Controlled Substance w/Intent Meth (Y Felony) (2003-335), Commercial Burglary (Probation Revocation) (C Felony) and Theft Of Property (Probation Revocation) (C Felony) (1999-2507), Possession Controlled Substance (C Felony) and Possession Drug Paraphernalia (C Felony) (2003-276), Possession Controlled Substance w/Intent Meth (Y Felony), Criminal Attempt to Manufacture Controlled Substance (A Felony) and Possession Drug Paraphernalia (C Felony) (2003-947).
 
The governor has given notice of his intent to commute the sentence of Jason A. VanBeber, who was convicted in Pulaski County in 2003 for the above offenses, from a total of ­­240 months to serve in the Arkansas Department of Correction to time served. There are no law enforcement objections to the application.
