LITTLE ROCK – Governor Asa Hutchinson has appointed John Thomas Shepherd of El Dorado to serve as the prosecuting attorney for the 13th Judicial District. Shepherd will replace David Butler, who passed away earlier this year. Shepherd will serve until December 31, 2018, when the next prosecuting attorney
