WHEREAS: The Emergency Management Assistance Compact (EMAC) system is a congressionally ratified organization that provides form and structure to interstate mutual aid. Through EMAC, a disaster-impacted state can receive assistance from other member states quickly and efficiently;
WHEREAS: Severe weather and flooding of the Pearl River caused catastrophic failure of the water treatment plants in Jackson, Mississippi, which in turn caused an emergency situation beginning August 30, 2022, and continuing thereafter, with such severity that the EMAC was activated and action was warranted to alleviate hardship and suffering from emergency response support in the State of Mississippi;
WHEREAS: Adverse circumstances have been brought to bear upon the citizens and public properties within the State of Mississippi; and
WHEREAS: These political subdivisions require supplemental assistance from the State to recover from their losses.
NOW, THEREFORE, I, Sarah Huckabee Sanders, Governor of the State of Arkansas, acting under the authority vested in me by Ark. Code Ann. §§ 12-75-101, et seq., do hereby authorize funds in the amount of $42,000.00 to be obligated from the Response and Recovery Fund of the Governor’s Disaster Fund to be used at the discretion of the Director of the Arkansas Division of Emergency Management to defray both program and administrative costs. All EMAC requests are reimbursable from requesting states and territories, and funds will be returned to the Governor’s Disaster Fund once received.
