Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 9 pardons. An additional 44 clemency requests were denied and 5 had no action taken upon it. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

David M. Allen (West Memphis): Theft of Property (C Felony) (CR 2002-204) and Theft of Property (C Felony) (CR 2002-205).

This notice is issued based on the date of convictions (2002 – Crittenden County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Randy C. Bennett (Waldron): Possession of a Controlled Substance-Meth (C Felony), Possession of Drug Paraphernalia (C Felony), and Possession of a Controlled Substance-Marijuana (A Misdemeanor)(CR 98-482); Conspiracy to Manufacture a Schedule II Controlled Substance, namely Methamphetamine (A Felony) and Possession of a Schedule II Controlled Substance, namely Methamphetamine, with Intent to Deliver (Y Felony)(CR 2000-119); Possession of a Controlled Substance-Meth (Revocation)(C Felony), Possession of Controlled Substance-Marijuana (Revocation)(A Misdemeanor), and Possession of Drug Paraphernalia (Revocation)(C Felony)(CR 98-482).

This notice is issued based on the dates of convictions (1999, 2000, and 2001 – White County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Myriam Swain Carter (Mabelvale): Theft of Public Benefits (A Misdemeanor) (CR 98-139-2); Possession Controlled Substance Meth (C Felony) and DWI 1st Offense (Unclassified Misdemeanor) (CR 2000-292-2); Possession of Controlled Substance Meth (C Felony) (CR 99-178).

This notice is issued based on the dates of convictions (1998 and 2000 – Saline County; 2000 – Monroe County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Carl Clendenin (Jacksonville): Possession of Controlled Substance Schedule I, II Meth (C Felony) (CR 2003-3541).

This notice is issued based on the date of conviction (2004 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no subsequent felony convictions. There are no law enforcement objections to the application.

John J. Gill (Cotter): Assault with a Deadly Weapon (Felony); Burglary (Felony) and Petit Larceny (Misdemeanor).

This notice is issued based on the dates of convictions (1964 and 1964 – Baxter County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Kenneth Hensley (Fayetteville): Violation of Arkansas Hot Check Law (C Felony) (CR 97-1832) and Failure to Appear (C Felony) (CR 98-871); Hot Check Violation >$200 but <$2,500 (C Felony) (CR 1998-0879).

This notice is issued based on the dates of convictions (1999 – Washington County; 2003 – Craighead County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Jared Horton (Alexander): Possession of Controlled Substance with Intent-Marijuana (C Felony) and Possession of Drug Paraphernalia (C Felony)(CR 2003-003020).

This notice is issued based on the date of convictions (2004 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Aundrea M. Nichols (Hot Springs): Possession of Drug Paraphernalia (C Felony) (CR-97-1002-2) and Possession of Controlled Substance-Methamphetamine (C Felony) (CR-97-1008-2).

This notice is issued based on the date of convictions (1998 – Jefferson County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Michael Real (Fort Smith): Theft of Property (C Felony) (CR 92-796).

This notice is issued based on the date of conviction (1992 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
