Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 9 pardons, and 1 firearm rights only. An additional 49 clemency requests were denied and 2 had no action taken upon them. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Michael W. Bailey (Fayetteville): Possession of Marijuana less than 10 lbs. (C Felony) (CR-2002-1680); Possession of Firearm by Certain Persons (D Felony) (CR-2004-2384) and Possession of Marijuana less than 10 lbs. (Probation Revocation) (C Felony) (CR-2002-1680).

This notice is issued based on the dates of convictions (2003 and 2004 – Faulkner County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sherriff has raised objections to the applicant’s request.

Branden Brewer (Quitman): Attempt to Manufacture a Controlled Substance (A Felony) and Possession of a Controlled Substance (C Felony) (CR 98-95).

This notice is issued based on the date of convictions (1999 – Sevier County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Rebecca E. Danner (Bauxite): Theft of Property (B Felony) (CR-00-556-2).

This notice is issued based on the date of conviction (2001 – Saline County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Arthur Edwards (North Little Rock): Possession of a Controlled Substance (C Felony) (CR 95-2980A); Hot Checks (C Felony) (CR 95-2749); Possession of a Controlled Substance (Probation Revocation) (C Felony) (CR 95-2980A); Hot Checks (Probation Revocation) (C Felony) (CR 95-2749).

This notice is issued based on the dates of convictions (1996, 1996, 1999 and 1999 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

Buddy Ivy (Brookland): Possession of a Controlled Substance-Methamphetamine (C Felony) (CR 2002-92).

This notice is issued based on the date of conviction (2002 – Craighead County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Jim Mark Davis (Arkadelphia): Domestic Battery 3rd Degree (A Misdemeanor) (CR-05-460).

This notice is issued based on the date of conviction (2006 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Terry Tidwell (Alexander): Theft of Property (C Felony) (CR-79-18); Sale of a Scheduled VI Controlled Substance, Marijuana (C Felony) (CR-82-15); Sale of a Scheduled VI Controlled Substance (C Felony) (CR-82-21).

This notice is issued based on the dates of convictions (1979 and 1982 – White County; 1982 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Bobby Toddy (Searcy): Violation of Arkansas Hot Check Law (C Felony) (CR 95-96); Violation of Arkansas Hot Check Law (C Felony) (CR 95-19).

This notice is issued based on the dates of convictions (1995 – Jackson County; 1995 – White County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Lesley F. Walker (Blytheville): Criminal Use of a Weapon (B Felony) (CR-99-129) and Possession of Methamphetamine (C Felony) (CR-2000-17); Possession of a Controlled Substance, Methamphetamine (C Felony) and Simultaneous Possession of Drugs/Firearm (Y Felony) (CR-2001-70). 

This notice is issued based on the dates of convictions (2000 and 2001 – Mississippi County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Prosecuting Attorney has raised objections to the applicant’s request.

Governor Hutchinson intends to grant the restoration of firearms right only to the following person:

Bobby N. Grady (Lambrook): Theft by Receiving (C Felony) (CR 87-1).

This notice is issued based on the date of conviction (1987 – Phillips County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Phillips County has signed the Recommendation of the Chief Law Enforcement Officer as required by law. There are no law enforcement objections to the application.
