Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 12 pardons. An additional 24 clemency requests were denied and 3 had no action taken upon them. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Chris L. Bias (Hot Springs): Failure to Appear on No Seat Belt Violation (A Misdemeanor) (case HTS-00-25327).

This notice is issued based on the date of conviction (2001 – Garland County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Demond Eggerson (Bryant): Theft of Property (C Felony) (CR-2001-001546).

This notice is issued based on the date of conviction (2001– Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

DeShay Hollis Murray (Forrest City): Forgery 2nd Degree (C Felony) (CR-96-295).

This notice is issued based on the date of conviction (1996 – St. Francis County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Robert Irby (Little Rock): Battery-2nd Degree (D Felony) (CR-2003-000675).

This notice is issued based on the date of conviction (2003 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

David S. Kendrick, Sr. (Sweet Home): Possession of a Controlled Substance without Prescription 3rd (C Felony) (CR-87-00638).

This notice is issued based on the date of conviction (1987 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Angela Anderson Landers (Fort Smith): Possession of Drug Paraphernalia (C Felony), Possession of Methamphetamine (Reduced) (C Felony), and Possession of Marijuana (A Misdemeanor) (CR-2000-1067); Possession of Methamphetamine (C Felony) and Possession of Drug Paraphernalia (C Felony) (CR-2000-351-B).

This notice is issued based on the dates of convictions (2001 – Sebastian County; 2001 – Crawford County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Terry W. Ryder (Pineville, LA): Commercial Burglary (C Felony) (CR-96-88) and Breaking or Entering, 3 Counts (D Felony) (CR-96-89).

This notice is issued based on the date of convictions (1996 – Sevier County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations. There are no law enforcement objections to the application. 

David G. Sauls (Valdese, NC): Carry Concealed (A Misdemeanor) and Possession of Marijuana (A Misdemeanor) (case no 82-557).

This notice is issued based on the date of convictions (1982 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations. There are no law enforcement objections to the application.

Duane Stutzman (Scranton): Violation of the Arkansas Hot Check Law (C Felony) (CR-97-583).

This notice is issued based on the dates of convictions (1998 and 2004 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Erik Tyler (Dermott): Possession with Intent to Deliver Marijuana (C Felony) (CR-97-66-2).

This notice is issued based on the date of conviction (1997 – Chicot County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
