Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 17 pardons and 1 restoration of firearm rights only. An additional 41 clemency requests were denied and 1 had no action taken upon them. These include requests from both inmates and non-inmates.
The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Thomas H. McCarthy (Fort Worth, TX): Residential Burglary (B Felony) and Theft of Property (C Felony) (CR-1998-98); of Residential Burglary (B Felony) and Theft of Property (C Felony) (Revocation)(CR-1998-98); Theft of Property (C Felony) (CR-199-550) and Breaking or Entering (D Felony) (CR-1999-553).

This notice is issued based on the dates of convictions (1999 and 2000 – Logan County; 2000 – Faulkner County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations. The Faulkner County Prosecuting Attorney and Faulkner County Sheriff have raised objections to applicant's request.

Angela Owens Steltzlen (Danville): Theft of Property (B Felony) (CR-1988-2207); Forgery 2nd Degree (C Felony) (CR-1993-328); Theft of Property, 8 counts (A Misdemeanor) (Case No. SC92-523 and SC92-524).

This notice is issued based on the dates of convictions (1989, 1993 and 1994 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Evette Price (Pine Bluff): Battery 3rd Degree (A Misdemeanor) (CR-2002-670).

This notice is issued based on the date of conviction (2003 – Jefferson County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Tammie Toddy (Searcy): Over Possession of Pseudoephedrine (D Felony) and Failure to Appear (C Felony) (CR-2003-52).

This notice is issued based on the date of convictions (2003 – Independence County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Ronnie J. Tribble (Mabelvale): Possession of Marijuana (Misdemeanor) (CR-85-8); Theft by Receiving (Felony) (CR-86-49).

This notice is issued based on the dates of convictions (1985 and 1987 – Lawrence County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Smith L. Galusha, III (Mabelvale): Burglary (B Felony) (CR-81-798); Robbery (B Felony) (CR-84-906B); Breaking And Entering (D Felony), Theft Of Property (C Felony) (CR-84-186) and Theft Of Property (C Felony) (CR-84-1038); Breaking And Entering (D Felony) (CR-89-1645).

This notice is issued based on the dates of convictions (1984, 1985 and 1990 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Charles R. Jones (Bauxite): Possession with Intent to Deliver a Controlled Substance, Methamphetamine (Y Felony) (CR-02-445-2).

This notice is issued based on the date of conviction (2003 – Saline County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

This notice is issued based on the dates of convictions (1993, 1994, 1995, 1996 and 1997 – Pope County; 1995 – Yell County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Jacob Jones, Jr. (Little Rock): Theft of Property (B Felony) (CR 2005-002631).

This notice is issued based on the date of conviction (2005 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 

Justin H. Lunsford (Booneville): Residential Burglary, 2 counts (B Felony) and Theft of Property, 2 counts (C Felony) (CR-96-203I); Commercial Burglary, 2 counts (C Felony) and Theft of Property, 1 count (B Felony) (CR-96-76).

This notice is issued based on the dates of convictions (1996 – Crawford County; 1997 – Logan County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Logan County Prosecutor has raised objections to applicant's request.

Governor Hutchinson intends to grant restoration of firearms rights only to the following person:

Ivory Robinson, Jr. (Marvell): Possession of a Controlled Substance with Intent to Deliver-Marijuana, 2 Counts (C Felony) (CR-2002-154).

This notice is issued based on the date of convictions (2005 – Phillips County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Phillips County has signed the Recommendation of the Chief Law Enforcement Officer as required by law. There are no law enforcement objections to the application.
